How about this instead?

	$(bindir)/$(PROGRAM) $(srcdir)/bin/rdoc --all --ri-system $(srcdir)

Not sure why a dependency check in necessary.  It's either going to 
work or fail.  Seems too complicated to try to match version of 
installed ruby to wd ruby...
