Andy Hunt builds the win32 distribution on 
rubyinstaller.sourceforge.net...and that includes SciTE.  Its not 
included in Ruby 1.8.1 from ruby-lang.org.  You should post a change 
request to the rubyinstaller project on sourceforge with this 
information, and after 1.8.1 ships, make sure that Andy distributes it 
with the YAMLized SciTE.
