Indirection is good. But it's easier to encapsulate an email interface 
in a web interface than vice versa. For maximium flexibility, what about 
choosing a url that is the first thing anyone would guess if they wanted 
to go to ruby-lang.org and report a bug? Something like:

http://www.ruby-lang.org/bug-report.html

(There's nothing there now.)

If email turns out to be the way to go, this page could simply have an 
email form, or just display the email addr.
